Texas RV park feasibility checklist

An RV park concept can look simple until occupancy, water classification, wastewater flow, fire access and road requirements are evaluated together.

1. Confirm the approval authority

Identify the county, incorporated city, ETJ, platting authority, fire authority and any use-specific regulator. A postal address alone does not settle jurisdiction.

2. Define the full buildout

Record pad count, unit mix, amenities, manager space, phases and peak occupancy. Infrastructure questions should use the full anticipated demand.

3. Test water and wastewater early

Identify the potential water provider, service territory, capacity and extension conditions. Compare wastewater flows, reserve area and professional evaluation needs before fixing the site plan.

4. Review access and emergency circulation

Research frontage, driveway authority, sight distance, internal turning movements, fire lanes and secondary-access triggers.

5. Build a realistic operating model

Model rate, occupancy, seasonality, ancillary income, operating expenses, debt service, break-even occupancy and downside cases. Label every unsupported number as an assumption.

6. Sequence the next expense

Resolve questions capable of reducing pad count or changing the utility plan before commissioning detailed design.
