How to research Texas city limits and ETJ status

City-limit and extraterritorial-jurisdiction questions affect platting, utilities, development agreements and which offices should be contacted.

1. Start with the parcel

Use the parcel identifier, legal description, survey and deed together. Recently divided tracts and access strips can create mapping mistakes.

2. Separate address from jurisdiction

A city name in a mailing address does not prove incorporation or ETJ status. Locate current official maps and record their publication dates.

3. Identify every relevant authority

Research county authority, incorporated boundaries, ETJ, platting jurisdiction, special districts, utility providers and road authority separately.

4. Preserve conflicting evidence

If maps disagree, record both sources and keep the conclusion UNKNOWN until the controlling authority responds.

5. Request written confirmation

When jurisdiction changes the approval path or purchase decision, ask the relevant city or county for a parcel-specific written response.

6. Recheck before reliance

Boundaries, annexations and agreements can change. Confirm the result again before closing, design or application submission.
